Narrative:

I was working keystone sector R76 at jacksonville ARTCC (radar). At XA40, aircraft Y checked in. Knowing I had to get him down to FL350 by omn, I descended aircraft Y from FL430 to FL390. Aircraft X was northbound at FL410. I did not have enough lateral separation between the 2 aircraft. I turned aircraft X right heading 030 degrees and then turned aircraft Y 30 degrees right and had him stop his descent to maintain some separation. Conflict alert did not activate until after I had issued turns already. Had it activated, I would have had time to avoid an operational error. Also, recently we've had excessive flow control into south florida. I believe that some relief from these restrs would lessen anxiety at the sector for trying to get down early and early vectoring for the intrail.

I TURNED ACFT X R HDG 030 DEGS AND THEN TURNED ACFT Y 30 DEGS R AND HAD HIM STOP HIS DSCNT TO MAINTAIN SOME SEPARATION. CONFLICT ALERT DID NOT ACTIVATE UNTIL AFTER I HAD ISSUED TURNS ALREADY. HAD IT ACTIVATED, I WOULD HAVE HAD TIME TO AVOID AN OPERROR. ALSO, RECENTLY WE'VE HAD EXCESSIVE FLOW CTL INTO SOUTH FLORIDA. I BELIEVE THAT SOME RELIEF FROM THESE RESTRS WOULD LESSEN ANXIETY AT THE SECTOR FOR TRYING TO GET DOWN EARLY AND EARLY VECTORING FOR THE INTRAIL.
