Narrative:

I was flying a C-172 carrying my friends for a pleasure flight. We got a clearance and did our run-up at the ramp, contacted ground for taxi. I was instructed to travel on runway 16, hold short of 7R, and afterwards, I would taxi to runway 7L. I have flown out of the airport multiple times, however, the ramp in use was on the opposite side of the airport to what I am used to. While I had always been instructed to taxi and depart from runway 7R, never before was I instructed to use runway 16, and hold short of runway 7R. I used my airport map/taxi diagram to orient myself, and I started taxiing. I was keeping my eyes open for the hold short line, but I never saw it (it is possible that the passenger distracted me so I missed it). However, I knew the runway was around there. I turned my head to check for traffic as I began crossing what I thought was a taxiway, and saw a C-172 taking off toward me. Realizing the situation, I immediately took evasive action and made a quick 180 degree turn. A few seconds later, the aircraft passed overhead where I was moments before. It was close, and fortunately, nobody was hurt. I take full responsibility for the mistake, I should have asked for a progressive taxi since I was unfamiliar taxiing on runway 16. I have learned a valuable lesson, and the seriousness of runway incursions. This is my first incident ever, and I intend for it to be my last incident ever. I sincerely apologized to all involved, taxied back to the ramp as instructed and called tower. Supplemental information from acn 609838: aircraft #2 over flew aircraft 1 by less that 75 ft estimated. Controller was unable to stop aircraft 1 from entering runway environment due to workload, coordination and scanning runway environment. Callback conversation with reporter acn 609838 revealed the following information: reporter stated that there are, in fact, no hold short lines at the intersection of runways 7R and 16. He further advised there are hold short lines on runway 16 short of runway 7L/25R for use when lahso are in effect on runway 16. He agreed these markings are, of course, of no value to pilots cleared to use runway 16 as a taxiway, in particular at the intersection in question in this report. Reporter also stated he believed no hold short lines are required to be placed on intersecting runways except where lahso operations are authorized or when a runway is routinely used for a taxiway.

Title: PLT OF C172, CLEARED TO TAXI ON RWY 16 TO HOLD SHORT OF RWY 7R AT DAB, FAILS TO STOP AND HAS CRITICAL ENCOUNTER WITH ACFT DEP ON RWY 7R.

I HAVE FLOWN OUT OF THE ARPT MULTIPLE TIMES, HOWEVER, THE RAMP IN USE WAS ON THE OPPOSITE SIDE OF THE ARPT TO WHAT I AM USED TO. WHILE I HAD ALWAYS BEEN INSTRUCTED TO TAXI AND DEPART FROM RWY 7R, NEVER BEFORE WAS I INSTRUCTED TO USE RWY 16, AND HOLD SHORT OF RWY 7R. I USED MY ARPT MAP/TAXI DIAGRAM TO ORIENT MYSELF, AND I STARTED TAXIING. I WAS KEEPING MY EYES OPEN FOR THE HOLD SHORT LINE, BUT I NEVER SAW IT (IT IS POSSIBLE THAT THE PAX DISTRACTED ME SO I MISSED IT). HOWEVER, I KNEW THE RWY WAS AROUND THERE. I TURNED MY HEAD TO CHECK FOR TFC AS I BEGAN XING WHAT I THOUGHT WAS A TXWY, AND SAW A C-172 TAKING OFF TOWARD ME. REALIZING THE SITUATION, I IMMEDIATELY TOOK EVASIVE ACTION AND MADE A QUICK 180 DEG TURN. A FEW SECONDS LATER, THE ACFT PASSED OVERHEAD WHERE I WAS MOMENTS BEFORE. IT WAS CLOSE, AND FORTUNATELY, NOBODY WAS HURT. I TAKE FULL RESPONSIBILITY FOR THE MISTAKE, I SHOULD HAVE ASKED FOR A PROGRESSIVE TAXI SINCE I WAS UNFAMILIAR TAXIING ON RWY 16. HE AGREED THESE MARKINGS ARE, OF COURSE, OF NO VALUE TO PLTS CLEARED TO USE RWY 16 AS A TXWY, IN PARTICULAR AT THE INTXN IN QUESTION IN THIS RPT. RPTR ALSO STATED HE BELIEVED NO HOLD SHORT LINES ARE REQUIRED TO BE PLACED ON INTERSECTING RWYS EXCEPT WHERE LAHSO OPERATIONS ARE AUTHORIZED OR WHEN A RWY IS ROUTINELY USED FOR A TXWY.
