Narrative:

While climbing and at time of leveloff, a strong smell of electrical type burn/smoke became very apparent in the flight deck. Then reports came from the cabin by both flight attendants and passenger of the same. An emergency was declared and clearance was requested and received to go direct rno. As far as I know, no regulations were violated, but I was very busy with oxygen mask on to be sure I did not break any FARS. An uneventful landing was made at rno. An extract fan was found to be burned out.
