Narrative:

Early in the morning, I called FSS from an FBO at phx airport. After receiving a WX briefing, I was given a NOTAM briefing. In those NOTAMS was a NOTAM-left stating that runway 7R at phx was closed, and runway 7L would be in use. Later that morning, approximately 4 hours later, I called phx ATIS from a phone at the same FBO. I received ATIS information and in the NOTAMS section of information was a NOTAM that runway 7R was closed, and runway 7L was in use for arriving and departing traffic. This fit with what I was told by the WX briefer. As I walked out to my plane, I noticed a memo on the wall at the FBO stating that runway 7R would be closed. After starting my engine 15 mins later, I called phx clearance delivery. I was given my IFR clearance. Then I called phx ground. I was given a runway assignment of what I thought was runway 7L. I taxied out, did my run-up, and continued to taxi via taxiway H3, taxiway H. When I got to runway 7R, I proceeded to cross. There was an aircraft on the other side of the runway on the hold side of the bars. I thought they were doing a run-up. I proceeded to cross runway 7R for runway 7L. It was at this time that phx ground decided to notify me that I had crossed an active runway. I replied 'your ATIS and FSS has this runway as closed.' the controller stated it was, in fact, an active runway. I believe the biggest contributing factor to this incursion was the dissemination of old and/or incorrect information regarding runway 7R at phx.

Title: A PA28 PLT EXPERIENCED CONFUSION REGARDING ACTIVE RWYS AT PHX.

IT WAS AT THIS TIME THAT PHX GND DECIDED TO NOTIFY ME THAT I HAD CROSSED AN ACTIVE RWY. I REPLIED 'YOUR ATIS AND FSS HAS THIS RWY AS CLOSED.' THE CTLR STATED IT WAS, IN FACT, AN ACTIVE RWY. I BELIEVE THE BIGGEST CONTRIBUTING FACTOR TO THIS INCURSION WAS THE DISSEMINATION OF OLD AND/OR INCORRECT INFORMATION REGARDING RWY 7R AT PHX.
