Narrative:

The copilot had requested clearance from oak-mry on handheld radio, while I was starting the engines. After start-up, I requested taxi clearance on #1 radio. Ground controller gave us the full route clearance to mry with '...runway 9' at the end. I thought that to mean it was ok to taxi. I began to taxi from ramp via taxiway C. Prior to crossing the north/south crossing runway, I asked ground if we were cleared to cross and taxi to runway 9. He got upset that we had taxied without clearance. We held position, then gained permission to taxi. 2 problems: flight crew in hurry to get moving and 1 controller handling all frequencys from clearance delivery, ground north and south, tower north and south, and unclr phraseology. Supplemental information from acn 608078: on the ground at the oakland airport, normally the captain wants me to pick up the IFR clearance on clearance delivery while he picks up the clearance for taxi on the ground frequency (because of the long taxi). The captain called up ground and requested a taxi clearance, but the controller who was doing all frequencys at the same time, that is -- ground, clearance, and tower -- and started reading of the IFR clearance. I wrote down the clearance and read back the clearance. The key point here is that the controller, in my understanding, said 'expect runway 9R.' mistakes and improvements: copilot: keep head outside the cockpit and do not look too long inside. Captain: misunderstood the clrncs, verify, and do not be too rushed. Controller: everything he did was probably by the rules and he did not make a mistake but using the designated frequency for the appropriate clearance might help to reduce the confusion.

WE HELD POS, THEN GAINED PERMISSION TO TAXI. 2 PROBS: FLT CREW IN HURRY TO GET MOVING AND 1 CTLR HANDLING ALL FREQS FROM CLRNC DELIVERY, GND N AND S, TWR N AND S, AND UNCLR PHRASEOLOGY. I WROTE DOWN THE CLRNC AND READ BACK THE CLRNC. THE KEY POINT HERE IS THAT THE CTLR, IN MY UNDERSTANDING, SAID 'EXPECT RWY 9R.' MISTAKES AND IMPROVEMENTS: COPLT: KEEP HEAD OUTSIDE THE COCKPIT AND DO NOT LOOK TOO LONG INSIDE. CAPT: MISUNDERSTOOD THE CLRNCS, VERIFY, AND DO NOT BE TOO RUSHED. CTLR: EVERYTHING HE DID WAS PROBABLY BY THE RULES AND HE DID NOT MAKE A MISTAKE BUT USING THE DESIGNATED FREQ FOR THE APPROPRIATE CLRNC MIGHT HELP TO REDUCE THE CONFUSION.
