Narrative:

IFR, occasional IMC, bfi to olm. At bosto (refer ILS runway 17 at olm), sea approach cancelled radar contact and instructed 'over to tower.' we were approximately 11 mi out and in IMC. I confirmed saying to approach, 'we are IMC, estimate on localizer at 2500 ft MSL.' approach confirmed and I looked to PNF, confused at early radar cancellation. We continued the ILS and over to tower with ASOS information and approach name. At 3-5 mi out, tower asked if a C150 had their landing light on. After second tower attempt, I radioed we had landing light on and cycled 2 times. Again, tower asked if other aircraft had landing light. Finally, as the other aircraft responded, the response was, 'a cessna just flew right over us' (sound of fear/excitement from pilot). We continued on a stabilized ILS 17 approach. Controller (olm) instructed C150 to make a right 360 degree turn. Problem: bad situational awareness by controller and both pilots, myself and C150 pilot. Bad communication by controller. Early radar termination by sea approach. Corrective action: ATC IFR terminate on or after dadme intersection, which is 7 mi from OM. Tower needs radar, as it is a busy training tower for both private and military VFR training. IFR has priority by ATC.

Title: A C182 SINGLE PLT COMPLAINED THAT S46 DROPPED HIM PREMATURELY AS HE MADE HIS APCH TO OLM DURING WHICH HE ENCOUNTERED ANOTHER ACFT.

FINALLY, AS THE OTHER ACFT RESPONDED, THE RESPONSE WAS, 'A CESSNA JUST FLEW RIGHT OVER US' (SOUND OF FEAR/EXCITEMENT FROM PLT). WE CONTINUED ON A STABILIZED ILS 17 APCH.
