Narrative:

Msp ground control used nonstandard phraseology in issuing taxi instructions to a lear and to us as we were departing the FBO ramp for a runway 30L takeoff. The frequency was very busy with many blocked xmissions. Runway 30L was closed for snow removal at that time. The taxi instructions that we (and the learjet) heard were to the effect, 'taxi W5, west, ILS hold past W3, hold short runway 30L.' as the learjet was ahead of us, we observed the lear taxi past the W3 intersection, past the ILS hold line, to full length of runway 30L. As per our understood taxi instructions, we went past the W3 intersection, and held short of the ILS hold for runway 30L. Ground control then remarked that we had both gone past our hold point and we needed resequencing on the other side of the runway. Just as the runway was opening, as the plows and sanders were clearing, we and the lear were given instructions to cross and resequence (the lear got lost again). No further contact or further remarks after by ground, tower, etc. Problems encountered: nonstandard phraseology, very busy, congested frequency, readback/hearback errors, no ILS high speed markings on charts.

Title: C560 DEPARTED FROM MSP, TAXIED PAST ILS HOLD LINE FOLLOWING TFC.

Narrative: MSP GND CTL USED NONSTANDARD PHRASEOLOGY IN ISSUING TAXI INSTRUCTIONS TO A LEAR AND TO US AS WE WERE DEPARTING THE FBO RAMP FOR A RWY 30L TKOF. GND CTL THEN REMARKED THAT WE HAD BOTH GONE PAST OUR HOLD POINT AND WE NEEDED RESEQUENCING ON THE OTHER SIDE OF THE RWY. JUST AS THE RWY WAS OPENING, AS THE PLOWS AND SANDERS WERE CLRING, WE AND THE LEAR WERE GIVEN INSTRUCTIONS TO CROSS AND RESEQUENCE (THE LEAR GOT LOST AGAIN). NO FURTHER CONTACT OR FURTHER REMARKS AFTER BY GND, TWR, ETC. PROBS ENCOUNTERED: NONSTANDARD PHRASEOLOGY, VERY BUSY, CONGESTED FREQ, READBACK/HEARBACK ERRORS, NO ILS HIGH SPD MARKINGS ON CHARTS.
