Narrative:

Aircraft arrived in ZZZ on jan/wed/04. I was assigned to the aircraft to perform routine overnight service and work on the item on MEL 30.3. After troubleshooting system, I determined the cowl anti-ice valve was defective and removed and replaced it per instructions. After changing the valve, I ground checked it by using APU bleed air and manually opening the prsov. Nose cowl anti-ice valve tested ok. Event caused by: special procedures performed when installing MEL 30.3 were not listed on MEL placard. Thus, I was not aware of special procedures. I did not refer to the MEL book when I cleared the item.

Title: A B737-300 WAS RETURNED TO SVC IN NON COMPLIANCE AFTER REPLACEMENT OF A COWL ANTI-ICE VALVE CORRECTED A DEFERRED ITEM. FAILED TO CLR MEL SPECIAL PROC.

Narrative: ACFT ARRIVED IN ZZZ ON JAN/WED/04. I WAS ASSIGNED TO THE ACFT TO PERFORM ROUTINE OVERNIGHT SVC AND WORK ON THE ITEM ON MEL 30.3. AFTER TROUBLESHOOTING SYS, I DETERMINED THE COWL ANTI-ICE VALVE WAS DEFECTIVE AND REMOVED AND REPLACED IT PER INSTRUCTIONS. AFTER CHANGING THE VALVE, I GND CHKED IT BY USING APU BLEED AIR AND MANUALLY OPENING THE PRSOV. NOSE COWL ANTI-ICE VALVE TESTED OK. EVENT CAUSED BY: SPECIAL PROCS PERFORMED WHEN INSTALLING MEL 30.3 WERE NOT LISTED ON MEL PLACARD. THUS, I WAS NOT AWARE OF SPECIAL PROCS. I DID NOT REFER TO THE MEL BOOK WHEN I CLRED THE ITEM.
