Narrative:

I accepted a pointout on an aircraft at FL310 wbound. There was no conflicting traffic at that time. I was working handoff position H34. I combined the position with the radar controller a short time later. The radar person descended an aircraft into the pointout aircraft a short time later. Lack of communication was a factor.

Title: HDOF CTLR AT ZNY COMBINED HIS POS TO THE RADAR CTLR AND FAILS TO BRIEF ON A POINTOUT ACCEPTED ON TFC AT FL310 CAUSING AN OPERROR.

Narrative: I ACCEPTED A POINTOUT ON AN ACFT AT FL310 WBOUND. THERE WAS NO CONFLICTING TFC AT THAT TIME. I WAS WORKING HDOF POS H34. I COMBINED THE POS WITH THE RADAR CTLR A SHORT TIME LATER. THE RADAR PERSON DSNDED AN ACFT INTO THE POINTOUT ACFT A SHORT TIME LATER. LACK OF COM WAS A FACTOR.
