Narrative:

On final approach to land into stl, we got a nose gear unsafe light and standby indicator confirmed unsafe. Recycled gear, followed by same unsafe indicator. Attempted manual extension with no success. Confirmed gear partially extended with a fly-by. Performed landing with nose gear not locked down procedure. Evacuate/evacuationed aircraft, no injuries reported.

Title: JS41 CREW WAS NOT ABLE TO GET THE NOSE GEAR DOWN AND LOCKED, EITHER WITH NORMAL EXTENSION, OR MANUAL EXTENSION. THE CREW LANDED, THE NOSE GEAR COLLAPSED, AND THE ACFT WAS EVACED.
