Narrative:

After pushback and engine start in mroc, first officer, when we called for taxi we were issued a clearance to taxi to runway 7. As we taxied to the departure end of the runway, ground control told us to 'taxi to the departure point of runway 7, and then line up and wait, switch to tower frequency 118.6 and call the tower when ready.' at the time of day, it was sunday morning at XA00, there was no traffic at the airport, and air carrier Y had just departed runway 25, so we knew there was no traffic on final for runway 7. As we approached the runway 7 at the departure end, the first officer and I both discussed the fact that we had been cleared by ground control to 'line up and wait for runway 7.' I then cleared visually the approach path to the runway, completed the checklist, turned on all the lights and went into position and hold on runway 7. At that point, the tower called and stated that we did not have permission to take the runway yet. We stated that we had been given permission from ground control and the tower controller then stated that they were working on changing the phraseology from the line up and wait to the hold short/position and hold phrases and that this was not a problem and he would discuss it with the ground controller. We were then cleared to take off and he said 'it was not a problem.' we departed mroc at XG17Z. Supplemental information from acn 605432: ground control told us to 'taxi to runway 7, line up and wait, call tower on 118.6 when ready.' I acknowledged the taxi instruction, including the line up and wait. The captain asked me, 'he cleared us to line up and wait, correct?' to which I replied that he was correct. I'm nearly certain the ground controller gave us the line up and wait clearance. The only other possibility I can think of was that he told us to taxi to the holding point, but the clearance was somehow given incorrectly or the readback was incorrect. Both the captain and I have significant international experience, however, and we both heard line up and wait, which is also what I read back.

AT THE TIME OF DAY, IT WAS SUNDAY MORNING AT XA00, THERE WAS NO TFC AT THE ARPT, AND ACR Y HAD JUST DEPARTED RWY 25, SO WE KNEW THERE WAS NO TFC ON FINAL FOR RWY 7. AS WE APCHED THE RWY 7 AT THE DEP END, THE FO AND I BOTH DISCUSSED THE FACT THAT WE HAD BEEN CLRED BY GND CTL TO 'LINE UP AND WAIT FOR RWY 7.' I THEN CLRED VISUALLY THE APCH PATH TO THE RWY, COMPLETED THE CHKLIST, TURNED ON ALL THE LIGHTS AND WENT INTO POS AND HOLD ON RWY 7. AT THAT POINT, THE TWR CALLED AND STATED THAT WE DID NOT HAVE PERMISSION TO TAKE THE RWY YET. WE STATED THAT WE HAD BEEN GIVEN PERMISSION FROM GND CTL AND THE TWR CTLR THEN STATED THAT THEY WERE WORKING ON CHANGING THE PHRASEOLOGY FROM THE LINE UP AND WAIT TO THE HOLD SHORT/POS AND HOLD PHRASES AND THAT THIS WAS NOT A PROB AND HE WOULD DISCUSS IT WITH THE GND CTLR. WE WERE THEN CLRED TO TAKE OFF AND HE SAID 'IT WAS NOT A PROB.' WE DEPARTED MROC AT XG17Z. SUPPLEMENTAL INFO FROM ACN 605432: GND CTL TOLD US TO 'TAXI TO RWY 7, LINE UP AND WAIT, CALL TWR ON 118.6 WHEN READY.' I ACKNOWLEDGED THE TAXI INSTRUCTION, INCLUDING THE LINE UP AND WAIT. THE CAPT ASKED ME, 'HE CLRED US TO LINE UP AND WAIT, CORRECT?' TO WHICH I REPLIED THAT HE WAS CORRECT. I'M NEARLY CERTAIN THE GND CTLR GAVE US THE LINE UP AND WAIT CLRNC. THE ONLY OTHER POSSIBILITY I CAN THINK OF WAS THAT HE TOLD US TO TAXI TO THE HOLDING POINT, BUT THE CLRNC WAS SOMEHOW GIVEN INCORRECTLY OR THE READBACK WAS INCORRECT. BOTH THE CAPT AND I HAVE SIGNIFICANT INTL EXPERIENCE, HOWEVER, AND WE BOTH HEARD LINE UP AND WAIT, WHICH IS ALSO WHAT I READ BACK.
