Narrative:

Climbing through FL270, we queried ATC about what type of ride we could expect at FL330. The controller responded by asking us what our climb rate was, as it appeared nonstandard. We were doing 500 FPM, which was/is standard for a crj-200 above FL220, even on a cold day. The controller told us to increase our rate to 1000 FPM. We were unable to do so due to performance, and responded so. The controller then said our climb rate was unacceptable, told us to turn for traffic, and sent us 20 mi south off course. At no time was conflicting traffic displayed on my TCASII.
