Narrative:

Failure to go around after unstabilized approach. Flight was cleared from cruise at FL380 direct to perly (IAF runway 4R). During the descent, deviation around cumulo nimbus clouds near lih was required. First officer (PF) got behind on the descent due to turbulence (280 KT descent) and was too high throughout the approach (and too slow deploying drag devices). Flight was cleared from 3000 ft to 1500 ft on final turn to intercept the runway 4R localizer 3 mi from perly. Speed was around 250 KTS on 9 mi final with a 32 KT quartering tailwind at 3000 ft. Speed brakes were deployed and gear down as flaps were scheduled to landing confign as the flight descended on GS. The aircraft was not slowing as expected. Speed was approximately 170 KTS at 1200 ft. Captain took control of the aircraft at approximately 1000 ft and 170 KTS. Speed brakes were extended to full and flaps 20 degrees. The egpws sounded as 'too low terrain' warning over the ocean (approaching threshold of runway 4R) due to altitude and flap confign. Aircraft slowed to 150 KTS, speed brakes were retracted, and flaps were extended to 30 degrees. Aircraft crossed the threshold at approximately 150 KTS and touched down at approximately 145 KTS near the end of the touchdown zone (in between txwys F and D) and autobrakes 3 stopped the aircraft to taxi speed at the intersection of runways 4R and 8L and exited at taxiway C. Supplemental information from acn 605792: late confign for landing was compounded with 32 KT quartering tailwind (26 KTS on the tail initially) which resulted in high speed profile inside the marker (perly). I took the aircraft after perly and raised the flaps to 20 degrees and extended the speed brakes in an effort to slow the aircraft and maintain profile. At about 500 ft, still over the ocean, 'too low terrain' sounded twice. I retracted the speed brakes and extended the flaps to position 30 degrees. With the throttles at idle, I continued to the runway with the airspeed over the threshold of approximately 150 KTS. Touchdown was firm with full reverse and autobrakes 3. Speed brakes were not deployed as they remained in the full down detent (not armed).
