Narrative:

I landed runway 1L, turned off at A4, and taxied south on txwys a to M to the ramp. Shut down right engine abeam M1. Just south of terminal B, attempted to turn slightly left to go east on the ramp. Though proceeding slowly, aircraft did not respond to nose gear steering. Attempted to stop aircraft, but the brakes had absolutely no effect. Aircraft slowly slid off the ramp just east of C8. Shut down engine. Mci personnel did an excellent job of deplaning passenger via aft airstairs. Believe the left quartering 14 KT tailwind and a slightly sloping ramp that was glare ice was too much for lightly loaded MD80 (forward cargo compartment was empty) until the surrounding ramp was sanded, salted, and spayed with anti-icing fluid. It was difficult to even walk around aircraft.

THOUGH PROCEEDING SLOWLY, ACFT DID NOT RESPOND TO NOSE GEAR STEERING. ATTEMPTED TO STOP ACFT, BUT THE BRAKES HAD ABSOLUTELY NO EFFECT. ACFT SLOWLY SLID OFF THE RAMP JUST E OF C8. SHUT DOWN ENG. MCI PERSONNEL DID AN EXCELLENT JOB OF DEPLANING PAX VIA AFT AIRSTAIRS. BELIEVE THE L QUARTERING 14 KT TAILWIND AND A SLIGHTLY SLOPING RAMP THAT WAS GLARE ICE WAS TOO MUCH FOR LIGHTLY LOADED MD80 (FORWARD CARGO COMPARTMENT WAS EMPTY) UNTIL THE SURROUNDING RAMP WAS SANDED, SALTED, AND SPAYED WITH ANTI-ICING FLUID. IT WAS DIFFICULT TO EVEN WALK AROUND ACFT.
