Placard l-hand engine thrust reverser inoperative per MEL 78-1 and downgrading the category of aircraft for autoland CAT 3A or CAT 2 limits status to RVR 600 ft under lmp reference 22-89 in conjunction with MEL clarification for 78-1 was overlooked.
