Narrative:

ZJX issued holding instructions: FL430 crg 090 degree radial, 20-40 DME, left turns. While proceeding to holding fix, first officer noticed aircraft ahead on navigational display at same altitude, first officer stated to ZJX that there was an aircraft ahead at our same altitude. No response from ZJX, TCASII RA guidance displayed and followed climb guidance. First officer transmitted 'TCASII climb.' controller stated during climb to turn right to a heading, aircraft passed head on about 800-900 ft. Crew alerted ZJX to 'mark tapes/pull tapes.' captain spoke with ZJX supervisor via telephone 1-2 hours later. ZJX stated it was their mistake and collision alarm did not sound in radar because aircraft was turning. ZJX also stated ZMA stopped accepting aircraft causing ZJX airspace to become full.

Narrative: ZJX ISSUED HOLDING INSTRUCTIONS: FL430 CRG 090 DEG RADIAL, 20-40 DME, L TURNS. WHILE PROCEEDING TO HOLDING FIX, FO NOTICED ACFT AHEAD ON NAVIGATIONAL DISPLAY AT SAME ALT, FO STATED TO ZJX THAT THERE WAS AN ACFT AHEAD AT OUR SAME ALT. NO RESPONSE FROM ZJX, TCASII RA GUIDANCE DISPLAYED AND FOLLOWED CLB GUIDANCE. FO XMITTED 'TCASII CLB.' CTLR STATED DURING CLB TO TURN R TO A HDG, ACFT PASSED HEAD ON ABOUT 800-900 FT. CREW ALERTED ZJX TO 'MARK TAPES/PULL TAPES.' CAPT SPOKE WITH ZJX SUPVR VIA TELEPHONE 1-2 HRS LATER. ZJX STATED IT WAS THEIR MISTAKE AND COLLISION ALARM DID NOT SOUND IN RADAR BECAUSE ACFT WAS TURNING. ZJX ALSO STATED ZMA STOPPED ACCEPTING ACFT CAUSING ZJX AIRSPACE TO BECOME FULL.
