Narrative:

Filed flight plan with reno, nv, FSS (at least called from rno) on jan/fri/04, XA00 local approximately. Filed slc direct to ocs (rock springs) J94-obk on flight to hpn (white plains, ny). Received clearance on jan/sat/04, at slc approximately XA30 local. Cleared slc 8 departure tch J154 ocs as filed, maintain 10000 ft, 250 KTS. The SID calls for a 340 degree heading or 'as assigned.' at takeoff, cleared for takeoff fly 340 degree heading (FMS was programmed tch-J154-ocs). The 340 degree heading placed the aircraft directly over tch. Course indicator and flight director upon crossing tch flipped to outbound 055 degree for J154. I observed the VOR needles swing indicating overflying tch. I commenced a right turn to intercept and fly J154 as cleared in the earlier clearance. Moments later, departure control alerted us to low altitude alert, 'taws' gave no warning. Terrain was never a factor. We were VMC at the time were told of pilot deviation. If on departure we would have been cleared 'fly 340 degree for radar vectors to intercept J154,' there would have been no confusion, but the 340 degree heading placed us directly over tch from which J154 proceeds out of and I was complying with the clearance as given. We were given a phone number to call which I did. Upon speaking with an individual who took my information, was told that this is an ongoing problem with this departure and I was in fact the second aircraft 'that day' to do the same thing and they were attempting to have the procedure changed (SID) and were gathering information and sending it to the FSDO for that reason. If we were not cleared tch J154 ocs and directly overfly tch, I would have continued on the 340 degree heading. Supplemental information from acn 603998: our clearance read 'salt lake 8 departure direct tch J154 rock springs af. The PF had 'navigation' selected on his FMS/flight director. The 340 degree heading takes you across tch VOR and upon crossing, the aircraft made the turn to join J154 via our predep clearance. The PF called the phone number we were given, and the supervisor stated 'to be honest, this happens all the time. You're the second one this morning.' he stated they are reporting all these deviations to the local FSDO to let them know the procedure description needs to be changed. The PF should have had heading selected. However, this procedure is confusing and our clearance should have read radar vectors to join J154 instead of slake-8-tch-J154.

UPON SPEAKING WITH AN INDIVIDUAL WHO TOOK MY INFO, WAS TOLD THAT THIS IS AN ONGOING PROB WITH THIS DEP AND I WAS IN FACT THE SECOND ACFT 'THAT DAY' TO DO THE SAME THING AND THEY WERE ATTEMPTING TO HAVE THE PROC CHANGED (SID) AND WERE GATHERING INFO AND SENDING IT TO THE FSDO FOR THAT REASON. IF WE WERE NOT CLRED TCH J154 OCS AND DIRECTLY OVERFLY TCH, I WOULD HAVE CONTINUED ON THE 340 DEG HDG. HOWEVER, THIS PROC IS CONFUSING AND OUR CLRNC SHOULD HAVE READ RADAR VECTORS TO JOIN J154 INSTEAD OF SLAKE-8-TCH-J154.
