Narrative:

Aircraft baggage compartment was overloaded by rampers (maximum 1200 pounds) to 1216 pounds and exceeded maximum ramp weight by 600 pounds. Removed passenger and baggage to meet structural limits. Company doesn't have a procedure to determine aircraft airworthiness when airplane is overloaded while boarding. The captain is in a hard spot to interpretation rules and make right decision.
