Narrative:

On every flight that we go over aruba on the way into ccs (maiquetia), we are filed and get a pre departure clearance for, as filed, that shows us, aba, pjg, G446, pna. The first couple of times I flew the flight, I requested aruba G442, pna, G446, miq and was told by curaco ATC yes you are cleared that way. Curaco is non-radar environment. Once, with the regular aba pjg route on the flight plan, we decided to not ask for the more direct route because of WX and went as filed. Near pjg, we asked for direct to pna after clear of WX. Curaco ATC was pretty mad because we 'deviated without permission.' we said we went as filed and he said, 'no, you were filed aba, UG442, pna, G446, miq.' since then, we have asked what they show us to be filed and it is always aba, UG442, pna and the flight plan always shows over pjg. I submitted a report on this over a month ago and still nothing. How about a note in the NOTAM or amend the flight plan to show what they show? With new crews operating this route, the language problem, and in a non radar environment, you couldn't have a better recipe for a disaster. It does not help that you give the appropriate position reports. The last 2 times I gave a report at elaso and again at aba that showed I was going to report, curacao and ATC never noted that those points were not on my route. Only when I specifically asked did they say that was not my filed route. This is unsafe and has been going on for the 3 months I have been on this route.

Title: B737-700 CREW FLEW A FILED RTE IN TNCF NON RADAR AIRSPACE. THE NON RADAR CTLR DID NOT HAVE THE SAME FILED ROUTING AS THE CREW DID.

Narrative: ON EVERY FLT THAT WE GO OVER ARUBA ON THE WAY INTO CCS (MAIQUETIA), WE ARE FILED AND GET A PDC FOR, AS FILED, THAT SHOWS US, ABA, PJG, G446, PNA. THE FIRST COUPLE OF TIMES I FLEW THE FLT, I REQUESTED ARUBA G442, PNA, G446, MIQ AND WAS TOLD BY CURACO ATC YES YOU ARE CLRED THAT WAY. CURACO IS NON-RADAR ENVIRONMENT. ONCE, WITH THE REGULAR ABA PJG RTE ON THE FLT PLAN, WE DECIDED TO NOT ASK FOR THE MORE DIRECT RTE BECAUSE OF WX AND WENT AS FILED. NEAR PJG, WE ASKED FOR DIRECT TO PNA AFTER CLR OF WX. CURACO ATC WAS PRETTY MAD BECAUSE WE 'DEVIATED WITHOUT PERMISSION.' WE SAID WE WENT AS FILED AND HE SAID, 'NO, YOU WERE FILED ABA, UG442, PNA, G446, MIQ.' SINCE THEN, WE HAVE ASKED WHAT THEY SHOW US TO BE FILED AND IT IS ALWAYS ABA, UG442, PNA AND THE FLT PLAN ALWAYS SHOWS OVER PJG. I SUBMITTED A RPT ON THIS OVER A MONTH AGO AND STILL NOTHING. HOW ABOUT A NOTE IN THE NOTAM OR AMEND THE FLT PLAN TO SHOW WHAT THEY SHOW? WITH NEW CREWS OPERATING THIS RTE, THE LANGUAGE PROB, AND IN A NON RADAR ENVIRONMENT, YOU COULDN'T HAVE A BETTER RECIPE FOR A DISASTER. IT DOES NOT HELP THAT YOU GIVE THE APPROPRIATE POS RPTS. THE LAST 2 TIMES I GAVE A RPT AT ELASO AND AGAIN AT ABA THAT SHOWED I WAS GOING TO RPT, CURACAO AND ATC NEVER NOTED THAT THOSE POINTS WERE NOT ON MY RTE. ONLY WHEN I SPECIFICALLY ASKED DID THEY SAY THAT WAS NOT MY FILED RTE. THIS IS UNSAFE AND HAS BEEN GOING ON FOR THE 3 MONTHS I HAVE BEEN ON THIS RTE.
