Narrative:

Distrs included complexity due to btv airport taxiway closures and F16 operations requiring 'back taxi' after landing, requiring coordination with tower and increased arrival spacing/interval. Reliever runway (runway 19) was also closed. At approximately XA25 local time I received a briefing from controller B for relieving the east arrival radar position. She covered traffic situation involving fighter recovery, unusual runway operations requiring back taxies (due to snowfall/snow removal). Controller B had apparently released traffic off satellite airport, plb, and radar idented the traffic, call sign XXX. XXX was cleared direct syr at 8000 ft. The target never acquired a data block. I have no recollection of being briefed about XXXX. Approximately 10-15 mins after assuming the east arrival position, I inquired about the flight progress strip of XXX. Controller B stated words to the effect of 'oh he never acquired.' I broadcasted to XXX and he responded. I received a position report from the aircraft indicating he was approximately 20 NM into adjacent airspace at 8000 ft. I contacted adjacent controller on land line. Aircraft recycled transponder and data block (ARTS) acquired, late handoff/identify completed. Controller B was operational controller in charge. Controller B was provided all of my personal knowledge of incident. Controller B made telephone contact to ZBW (adjacent aspc facility). Disposition of incident unknown.

Title: BTV CTLR FAILS TO RELAY CRITICAL ACFT IDENT INFO TO RELIEVING CTLR DURING POS RELIEF, RESULTING IN OPDEV.

Narrative: DISTRS INCLUDED COMPLEXITY DUE TO BTV ARPT TXWY CLOSURES AND F16 OPS REQUIRING 'BACK TAXI' AFTER LNDG, REQUIRING COORD WITH TWR AND INCREASED ARR SPACING/INTERVAL. RELIEVER RWY (RWY 19) WAS ALSO CLOSED. AT APPROX XA25 LCL TIME I RECEIVED A BRIEFING FROM CTLR B FOR RELIEVING THE E ARR RADAR POS. SHE COVERED TFC SIT INVOLVING FIGHTER RECOVERY, UNUSUAL RWY OPS REQUIRING BACK TAXIES (DUE TO SNOWFALL/SNOW REMOVAL). CTLR B HAD APPARENTLY RELEASED TFC OFF SATELLITE ARPT, PLB, AND RADAR IDENTED THE TFC, CALL SIGN XXX. XXX WAS CLRED DIRECT SYR AT 8000 FT. THE TARGET NEVER ACQUIRED A DATA BLOCK. I HAVE NO RECOLLECTION OF BEING BRIEFED ABOUT XXXX. APPROX 10-15 MINS AFTER ASSUMING THE E ARR POS, I INQUIRED ABOUT THE FLT PROGRESS STRIP OF XXX. CTLR B STATED WORDS TO THE EFFECT OF 'OH HE NEVER ACQUIRED.' I BROADCASTED TO XXX AND HE RESPONDED. I RECEIVED A POS RPT FROM THE ACFT INDICATING HE WAS APPROX 20 NM INTO ADJACENT AIRSPACE AT 8000 FT. I CONTACTED ADJACENT CTLR ON LAND LINE. ACFT RECYCLED XPONDER AND DATA BLOCK (ARTS) ACQUIRED, LATE HDOF/IDENT COMPLETED. CTLR B WAS OPERATIONAL CTLR IN CHARGE. CTLR B WAS PROVIDED ALL OF MY PERSONAL KNOWLEDGE OF INCIDENT. CTLR B MADE TELEPHONE CONTACT TO ZBW (ADJACENT ASPC FACILITY). DISPOSITION OF INCIDENT UNKNOWN.
