Narrative:
Air carrier aircraft arrived approximately XA00 nov/fri/03. ZZZ captain reported damage. 1 each compressor blade, #1 engine blade was blended and inspected per maintenance manual 72-21-02-8. During engine review technical services ________ no accomplishment of fluorescent penetrant inspection was found. A change order was built to perform a fpi (fluorescent penetrant inspection -- dye check) and no crack was found. Air carrier engineering is reviewing in future. Aircraft will not be released with fpi accomplished or maintenance manual revised to allow fly-back inspection. ZZZ does not have capability for fluorescent penetrant inspection.

Title: A B767-800 HAD #1 ENG FAN BLADE DAMAGE BLENDED OUT PER THE MAINT MANUAL AND WAS RELEASED FOR SVC WITHOUT THE REQUIRED FLUORESCENT PENETRANT INSPECTION.
Narrative: ACR ACFT ARRIVED APPROX XA00 NOV/FRI/03. ZZZ CAPT RPTED DAMAGE. 1 EACH COMPRESSOR BLADE, #1 ENG BLADE WAS BLENDED AND INSPECTED PER MAINT MANUAL 72-21-02-8. DURING ENG REVIEW TECHNICAL SVCS ________ NO ACCOMPLISHMENT OF FLUORESCENT PENETRANT INSPECTION WAS FOUND. A CHANGE ORDER WAS BUILT TO PERFORM A FPI (FLUORESCENT PENETRANT INSPECTION -- DYE CHK) AND NO CRACK WAS FOUND. ACR ENGINEERING IS REVIEWING IN FUTURE. ACFT WILL NOT BE RELEASED WITH FPI ACCOMPLISHED OR MAINT MANUAL REVISED TO ALLOW FLY-BACK INSPECTION. ZZZ DOES NOT HAVE CAPABILITY FOR FLUORESCENT PENETRANT INSPECTION.
