Narrative:

We were operating flight to yyz and out of yyz to ZZZ. Because of a long ground period, we were required to clear customs. While we were away from the aircraft, maintenance raised the flaps on our aircraft to 0 degrees. This was noticed during the preflight with the intent to drop the flaps when power was restored. We were rushing to complete paperwork and board for an on-time departure and overlooked the flap position. During increase of thrust for takeoff, we received a confign warning for the flap position. The takeoff was discontinued with very little forward movement. Takeoff data was still appropriate so the flaps were set for takeoff and thrust was advanced. We then received another confign warning for the spoilers. We aborted the takeoff around 40 KIAS and cleared the runway. All system indications were normal but we returned to the gate. At the gate we consulted maintenance, preflted the aircraft again and the next takeoff was uneventful. A system check of the spoilers was also completed at the gate with no cautions.

Title: CL65 CREW FORGOT TO LOWER FLAPS FOR TKOF. THEY ABORTED TKOF AFTER GETTING THE TKOF WARNING HORN. THE NEXT TKOF WAS ABORTED AFTER GETTING A TKOF WARNING HORN FOR SPOILERS.

Narrative: WE WERE OPERATING FLT TO YYZ AND OUT OF YYZ TO ZZZ. BECAUSE OF A LONG GND PERIOD, WE WERE REQUIRED TO CLR CUSTOMS. WHILE WE WERE AWAY FROM THE ACFT, MAINT RAISED THE FLAPS ON OUR ACFT TO 0 DEGS. THIS WAS NOTICED DURING THE PREFLT WITH THE INTENT TO DROP THE FLAPS WHEN PWR WAS RESTORED. WE WERE RUSHING TO COMPLETE PAPERWORK AND BOARD FOR AN ON-TIME DEP AND OVERLOOKED THE FLAP POS. DURING INCREASE OF THRUST FOR TKOF, WE RECEIVED A CONFIGN WARNING FOR THE FLAP POS. THE TKOF WAS DISCONTINUED WITH VERY LITTLE FORWARD MOVEMENT. TKOF DATA WAS STILL APPROPRIATE SO THE FLAPS WERE SET FOR TKOF AND THRUST WAS ADVANCED. WE THEN RECEIVED ANOTHER CONFIGN WARNING FOR THE SPOILERS. WE ABORTED THE TKOF AROUND 40 KIAS AND CLRED THE RWY. ALL SYS INDICATIONS WERE NORMAL BUT WE RETURNED TO THE GATE. AT THE GATE WE CONSULTED MAINT, PREFLTED THE ACFT AGAIN AND THE NEXT TKOF WAS UNEVENTFUL. A SYS CHK OF THE SPOILERS WAS ALSO COMPLETED AT THE GATE WITH NO CAUTIONS.
