Narrative:

The deviation from procedure was that departing VFR aircraft from W29, located on the eastern fringe of the washington/baltimore ADIZ, should squawk abde and I squawked abcd. I departed bay bridge airport (W29) to check out my aircraft for flight worthiness after engine repairs. Prior to departure I read from local newspapers and news letters that effective nov/sat/03 that W29 would be exempted from washington/baltimore ADIZ rules. On nov/fri/03, when I arrived at the W29 airport to check out the repair service, I was informed that W29's runway was closing for painting until XA30. I had scheduled a flight with family that was to depart nov/sat/03 at XA00. I was rushed in departing W29. The flight was to neighboring easton airport (esn) approximately 15 mi away. I used standard VFR frequency and rules versus special departure rules for departing eastbound traffic. W29 is located approximately 6 mi inside the ADIZ. The information I received from reports, local newspapers and talking to others was comprehensive. Potomac approach contacted easton airport which relayed the information to me of the potential violation of procedures. The problem occurred by lack of information available at W29 local airport, airport AWOS and other sources. Dc ADIZ policies are confusing. The situation can be helped by putting the procedures on the AWOS, remind pilots that do not fly frequently with visual posters and notices of the procedures.

Title: A C210 DEPARTS W29 ARPT IN NON COMPLIANCE WITH DC ADIZ RULES.

Narrative: THE DEV FROM PROC WAS THAT DEPARTING VFR ACFT FROM W29, LOCATED ON THE EASTERN FRINGE OF THE WASHINGTON/BALTIMORE ADIZ, SHOULD SQUAWK ABDE AND I SQUAWKED ABCD. ON NOV/FRI/03, WHEN I ARRIVED AT THE W29 ARPT TO CHK OUT THE REPAIR SVC, I WAS INFORMED THAT W29'S RWY WAS CLOSING FOR PAINTING UNTIL XA30. THE PROB OCCURRED BY LACK OF INFO AVAILABLE AT W29 LCL ARPT, ARPT AWOS AND OTHER SOURCES. DC ADIZ POLICIES ARE CONFUSING. THE SIT CAN BE HELPED BY PUTTING THE PROCS ON THE AWOS, REMIND PLTS THAT DO NOT FLY FREQUENTLY WITH VISUAL POSTERS AND NOTICES OF THE PROCS.
