Narrative:

On nov/mon/03, I was briefed on changes to the TACAN 5, 23, 14, 32, ILS/DME 32, and copter TACAN 001 approachs at north and south whiting NAS airports. The changes are effective on nov/thu/03. The changes include names of fixes, WX minimums, visibility requirements, and circling minimums. The majority of the controllers here will not be briefed face-to-face on these changes prior to their taking effect. This problem of changing approach charts without adequate notice and briefing to the controllers at pensacola approach control is well documented by NASA forms and FAA ucr's. The FAA has been aware of the problem for some time but has done nothing to correct the problem.
