Narrative:

We were returning from a stage check from the west and had canceled an IFR flight plan. Student contacted oun tower and was advised to report left base for runway 35. Upon turning final to runway 35, oun tower cleared another PA28 to take off. That aircraft started to move onto the runway, but stopped well short of the runway. We advised tower that we noted the aircraft cleared to take off had stopped, so we were going to go ahead and land. There was a lot of activity on the frequency and tower did not acknowledge this transmission. I advised the student to go ahead and land. We subsequently made a long landing and taxied off the runway. Tower asked us if we recalled being cleared to land. Upon reflection, we probably did not make the left base report or receive a landing clearance at any time. I should have ensured that the left base report was made and a landing clearance received. Even though I had observed the aircraft which was cleared to take off come to a stop and that there was no risk of collision, I should have realized we did not have a landing clearance and gone around. Even had there been a landing clearance, the safest thing to do would have been to direct the student to go around to absolutely ensure no possibility of a collision.

Title: PA28 INSTRUCTOR AND STUDENT LWOC AT OUN ARPT WHEN TFC CLRED FOR TKOF BY THE TWR GIVES WAY.

WE ADVISED TWR THAT WE NOTED THE ACFT CLRED TO TAKE OFF HAD STOPPED, SO WE WERE GOING TO GO AHEAD AND LAND. THERE WAS A LOT OF ACTIVITY ON THE FREQ AND TWR DID NOT ACKNOWLEDGE THIS XMISSION. I ADVISED THE STUDENT TO GO AHEAD AND LAND. WE SUBSEQUENTLY MADE A LONG LNDG AND TAXIED OFF THE RWY. TWR ASKED US IF WE RECALLED BEING CLRED TO LAND. UPON REFLECTION, WE PROBABLY DID NOT MAKE THE L BASE RPT OR RECEIVE A LNDG CLRNC AT ANY TIME. I SHOULD HAVE ENSURED THAT THE L BASE RPT WAS MADE AND A LNDG CLRNC RECEIVED. EVEN THOUGH I HAD OBSERVED THE ACFT WHICH WAS CLRED TO TAKE OFF COME TO A STOP AND THAT THERE WAS NO RISK OF COLLISION, I SHOULD HAVE REALIZED WE DID NOT HAVE A LNDG CLRNC AND GONE AROUND. EVEN HAD THERE BEEN A LNDG CLRNC, THE SAFEST THING TO DO WOULD HAVE BEEN TO DIRECT THE STUDENT TO GO AROUND TO ABSOLUTELY ENSURE NO POSSIBILITY OF A COLLISION.
