Narrative:

On nov/mon/03 (at approximately XA30) falcon 50 departed on a charter from pbi to jax. This leg was a repositioning flight with just the captain and myself (the first officer) and a flight attendant on board. Departing pbi, we noted that the WX was marginal for the approach into jax. Once closer to the airport, the ATIS read 100 ft broken with 1/4 mi visibility. The captain then stated 'it looks like we are going to have to fly this one all the way to the ground.' once established on the ILS to runway 7 (which decision ht is 200 ft AGL) jax, the autoplt was disconnected and the approach was hand flown. The sun was beginning to rise and shining in our eyes as we descended into the fog layer below. I began to call out '1000 ft to go, 500 ft to go, 300 ft, 200 ft, 100 ft, decision ht, runway not in sight, go around.' the airplane never departed the descent profile for a go around. We continued down the GS until the runway environment was in sight passing 100 ft above touchdown. The aural alert system was functioning and it also called out minimums. The landing was successfully completed and we taxied to the ramp.

WE CONTINUED DOWN THE GS UNTIL THE RWY ENVIRONMENT WAS IN SIGHT PASSING 100 FT ABOVE TOUCHDOWN. THE AURAL ALERT SYS WAS FUNCTIONING AND IT ALSO CALLED OUT MINIMUMS. THE LNDG WAS SUCCESSFULLY COMPLETED AND WE TAXIED TO THE RAMP.
