Narrative:

The localizer/DME runway 21 at hilton head, sc, has been OTS for several weeks. We need to get it operational because of the low minimums it has on the approach compared to the other approach minimums. We also end up holding aircraft and this interferes with the safe flight of our overflts. Please repair this problem. I do understand it is not owned by FAA personnel and a contractor from hilton head airport is responsible for it.
