Narrative:

On approach runway 25L las, we had 35 KT crosswind until 500 ft AGL. Crosswind reduced to 20 KTS with +/-5 KTS to 10 KTS windshear. At approximately 150 ft AGL crosswind increased to 35 KTS with 10-15 KTS windshear and moderate turbulence. I executed a go around, after flaps 15 degrees, gear up, my relief pilot informed tower of our missed approach. There was a 3-5 second delay before he instructed us to fly runway heading and maintain 7000 ft. As he was giving our missed approach instructions, we received a TCASII RA to monitor vertical speed. We were climbing through 3000 ft at the departure end of runway 25L. We requested runway 19L as this runway was more into the wind. On taxi the ground controller requested I call the tower on the phone. During my call the controller said he was startled, that he expected me to land because we were close to the runway. He said he departed a learjet on runway 19L and that the lear had to level off at 500 ft AGL and turn slightly. I explained to him that with the winds and turbulence he should not have assumed that.

Narrative: ON APCH RWY 25L LAS, WE HAD 35 KT XWIND UNTIL 500 FT AGL. XWIND REDUCED TO 20 KTS WITH +/-5 KTS TO 10 KTS WINDSHEAR. WE WERE CLBING THROUGH 3000 FT AT THE DEP END OF RWY 25L. WE REQUESTED RWY 19L AS THIS RWY WAS MORE INTO THE WIND. ON TAXI THE GND CTLR REQUESTED I CALL THE TWR ON THE PHONE. DURING MY CALL THE CTLR SAID HE WAS STARTLED, THAT HE EXPECTED ME TO LAND BECAUSE WE WERE CLOSE TO THE RWY. HE SAID HE DEPARTED A LEARJET ON RWY 19L AND THAT THE LEAR HAD TO LEVEL OFF AT 500 FT AGL AND TURN SLIGHTLY. I EXPLAINED TO HIM THAT WITH THE WINDS AND TURB HE SHOULD NOT HAVE ASSUMED THAT.
