Narrative:

On climb out of 11000 ft, got TCASII RA on traffic at 5 NM at 12:30 O'clock position. Traffic got closer with continuous 'climb' RA. Asked center if he had our traffic. He called it as it went right under us and I informed center that he was too close for him to be calling him initially. Asked if he was talking to other aircraft and he said no, he was with socal approach. Center seemed more interested in a jump (parachutist) aircraft at our 9 O'clock position and 5-10 NM, when we were headed right for another aircraft he was not talking to. Supplemental information from acn 599405: it seems to me that if 2 aircraft are at the same place and altitude they should both be talking to the same ATC facility.

Narrative: ON CLB OUT OF 11000 FT, GOT TCASII RA ON TFC AT 5 NM AT 12:30 O'CLOCK POS. TFC GOT CLOSER WITH CONTINUOUS 'CLB' RA. ASKED CTR IF HE HAD OUR TFC. HE CALLED IT AS IT WENT RIGHT UNDER US AND I INFORMED CTR THAT HE WAS TOO CLOSE FOR HIM TO BE CALLING HIM INITIALLY. ASKED IF HE WAS TALKING TO OTHER ACFT AND HE SAID NO, HE WAS WITH SOCAL APCH. CTR SEEMED MORE INTERESTED IN A JUMP (PARACHUTIST) ACFT AT OUR 9 O'CLOCK POS AND 5-10 NM, WHEN WE WERE HEADED RIGHT FOR ANOTHER ACFT HE WAS NOT TALKING TO. SUPPLEMENTAL INFO FROM ACN 599405: IT SEEMS TO ME THAT IF 2 ACFT ARE AT THE SAME PLACE AND ALT THEY SHOULD BOTH BE TALKING TO THE SAME ATC FACILITY.
