Narrative:

Airport confign: landing runway 22R to hold short of runway 27R for landing aircraft, landing runway 27R, landing runway 27L, departing runway 22L, runway 32L T10 intersection, runway 32R. As an ATCT fpl, I was relieving another fpl from the north local control position. The arrival list (paper) was folded up in such a way that only the bottom aircraft on the list were visible, not the runways. After assuming position, the landing aircraft on runway 22R (B757) was in my forward view and I scanned the radar for the next runway 27R arrival while telling the B757 to 'turn left at taxiway C high speed and cross runway 27R and tell me your gate number.' while the B757 was reading back instructions and turning onto taxiway C, the MD80 came into view halfway down runway 27R. I immediately went back to the B757 and told him to 'wait now and follow the MD80 from the left and then cross runway 27R.' the MD80 was then told to 'turn left at taxiway C and continue on taxiway B, the aircraft from the right will follow you.' the B757 did not cross onto runway 27R and the amass did not go off. It was a bad operation by not scanning the 27R runway as well as the d-brite radar. Neither pilot commented on the situation.

Title: DURING CTLR RELIEF BRIEFING PROCESS, ONCOMING ORD LCL CTLR RECOGNIZES POTENTIAL CONFLICT WITH LNDG AND XING RWY TFC, ISSUING CLRNCS TO RESOLVE THE POTENTIAL CONFLICT.

Narrative: ARPT CONFIGN: LNDG RWY 22R TO HOLD SHORT OF RWY 27R FOR LNDG ACFT, LNDG RWY 27R, LNDG RWY 27L, DEPARTING RWY 22L, RWY 32L T10 INTXN, RWY 32R. AS AN ATCT FPL, I WAS RELIEVING ANOTHER FPL FROM THE N LCL CTL POS. THE ARR LIST (PAPER) WAS FOLDED UP IN SUCH A WAY THAT ONLY THE BOTTOM ACFT ON THE LIST WERE VISIBLE, NOT THE RWYS. AFTER ASSUMING POS, THE LNDG ACFT ON RWY 22R (B757) WAS IN MY FORWARD VIEW AND I SCANNED THE RADAR FOR THE NEXT RWY 27R ARR WHILE TELLING THE B757 TO 'TURN L AT TXWY C HIGH SPD AND CROSS RWY 27R AND TELL ME YOUR GATE NUMBER.' WHILE THE B757 WAS READING BACK INSTRUCTIONS AND TURNING ONTO TXWY C, THE MD80 CAME INTO VIEW HALFWAY DOWN RWY 27R. I IMMEDIATELY WENT BACK TO THE B757 AND TOLD HIM TO 'WAIT NOW AND FOLLOW THE MD80 FROM THE L AND THEN CROSS RWY 27R.' THE MD80 WAS THEN TOLD TO 'TURN L AT TXWY C AND CONTINUE ON TXWY B, THE ACFT FROM THE R WILL FOLLOW YOU.' THE B757 DID NOT CROSS ONTO RWY 27R AND THE AMASS DID NOT GO OFF. IT WAS A BAD OP BY NOT SCANNING THE 27R RWY AS WELL AS THE D-BRITE RADAR. NEITHER PLT COMMENTED ON THE SIT.
