Narrative:

Cleared from FL280 to FL250 at FL276. ATC asked us 'are you at FL280.' I said, 'no, we were cleared to FL250.' ATC said 'I told you to slow to two five zero, but now cleared to FL270.' no TCASII. Frequency was very, very, busy. Very difficult to hear what he said and 3 of us in cockpit thought he said to descend. I reported out of FL280. I don't know the answer if ATC will not respond to what 3 of us thought we heard.

Title: B737-300. ZOB RADAR CTLR QUESTIONED THE FLT CREW'S DSCNT FROM FL280. THE FLT CREW THOUGHT THEY HAD BEEN CLRED TO FL250. THEY GAVE THE APPROPRIATE READBACK.

I DON'T KNOW THE ANSWER IF ATC WILL NOT RESPOND TO WHAT 3 OF US THOUGHT WE HEARD.
