Narrative:

Technician foreman are writing up nosewheel cable seals as worn because of excessive air leaks. The reason the seals are leaking is because aco (aircraft change order) increased the size of the hole to 7/32 inch. When maintenance replaced the seals, they in effect demodify the aircraft change order, but the aircraft records still show that the aircraft change order has been completed. The engineering department has now canceled this aco from being accomplished in the future. But by writing a non routine to reverse the action of an aircraft change order while leaving the aircraft change order in the aircraft records, leaves the aircraft records incorrect for that aircraft. You cannot cancel work that has already been completed.

Title: A TECHNICIAN RPTS B737-300 AND -500 NOSE STEERING CABLE SEALS BEING REPLACED DUE TO EXCESSIVE AIR LEAKAGE. SEALS WERE ENLARGED DURING AN ACFT CHANGE ORDER NOW TERMINATED.

Narrative: TECHNICIAN FOREMAN ARE WRITING UP NOSEWHEEL CABLE SEALS AS WORN BECAUSE OF EXCESSIVE AIR LEAKS. THE REASON THE SEALS ARE LEAKING IS BECAUSE ACO (ACFT CHANGE ORDER) INCREASED THE SIZE OF THE HOLE TO 7/32 INCH. WHEN MAINT REPLACED THE SEALS, THEY IN EFFECT DEMODIFY THE ACFT CHANGE ORDER, BUT THE ACFT RECORDS STILL SHOW THAT THE ACFT CHANGE ORDER HAS BEEN COMPLETED. THE ENGINEERING DEPT HAS NOW CANCELED THIS ACO FROM BEING ACCOMPLISHED IN THE FUTURE. BUT BY WRITING A NON ROUTINE TO REVERSE THE ACTION OF AN ACFT CHANGE ORDER WHILE LEAVING THE ACFT CHANGE ORDER IN THE ACFT RECORDS, LEAVES THE ACFT RECORDS INCORRECT FOR THAT ACFT. YOU CANNOT CANCEL WORK THAT HAS ALREADY BEEN COMPLETED.
