Narrative:

Aircraft ground interrupted at approximately XA30 hours on nov/mon/03, with #2 engine cowl anti-ice light illuminated. Opened and inspected #2 engine anti-ice components and did not find any physical defects. Valve and switch were not in stock. Course of action was to placard valve in the open position per MEL. Aircraft departed and at approximately XC03 hours, ground interrupted again with same problem. While trying to ascertain what the problem could be, I discovered that I did not disconnect 'C/P' from pressure switch per mpm 30-3B. Disconnected 'C/P.' aircraft departed with no further problems.

Title: A B737-800 WAS DISPATCHED IN NON COMPLIANCE WITH #2 ENG COWL ANTI-ICE VALVE INOP IN THE OPEN POS PER THE MEL, BUT PRESSURE SWITCH CONNECTOR NOT DISCONNECTED.
