Narrative:
Harrisburg approach asked for a higher altitude on aircraft X (lear 45) mdt larri.J110. I approved 10000 ft due to traffic aircraft Y (JS41) at 11000 ft transitioning sector 11. I was sector 27 mdt low. Sector 11 descended aircraft Y to 9000 ft. I was unaware that aircraft X was direct larri. I assumed he was direct air as per LOA. Aircraft passed with approximately 3 mi separation less than the 5 mi required. Operational error detection patch was not activated.
