Flight abcd cleared into position for immediate takeoff on runway 1. Controller said aircraft on 5 mi final. Looked to right, no aircraft seen on short final. As aircraft crossed threshold/hold short line, commuter aircraft crossed in front and landed on same runway. Asked tower controller. His response -- 'did you cross runway hold line? Thought you had aircraft in sight.' I told controller he made grave mistake. Controller cleared flight abcd for immediate takeoff. Controller gave local phone number on climb out. Would not give call sign.

Narrative: FLT ABCD CLRED INTO POS FOR IMMEDIATE TKOF ON RWY 1. CTLR SAID ACFT ON 5 MI FINAL. LOOKED TO R, NO ACFT SEEN ON SHORT FINAL. AS ACFT CROSSED THRESHOLD/HOLD SHORT LINE, COMMUTER ACFT CROSSED IN FRONT AND LANDED ON SAME RWY. ASKED TWR CTLR. HIS RESPONSE -- 'DID YOU CROSS RWY HOLD LINE? THOUGHT YOU HAD ACFT IN SIGHT.' I TOLD CTLR HE MADE GRAVE MISTAKE. CTLR CLRED FLT ABCD FOR IMMEDIATE TKOF. CTLR GAVE LCL PHONE NUMBER ON CLBOUT. WOULD NOT GIVE CALL SIGN.
