Narrative:

While doing an instrument training flight, we were given inappropriate missed approach instructions for an approach at crookston municipal airport. We were told to 'upon entering controled airspace, climb and maintain 2000 ft and fly 240 degree heading. My student and I both wrote those instructions down and my student read it back. When we went missed after the GPS runway 31 approach, we contacted grand forks approach and stated, 'grand forks approach, aircraft X is missed at crookston, level 2000 ft.' at this point, approach handed us to grand forks arrival. On initial contact, arrival told us that they were getting an altitude warning on us and told us to climb and maintain 2700 ft, which we did. The rest of the flight was uneventful. I believe the controller was new because we heard another voice on frequency sometimes. This controller obviously was unaware of local procedures.

Title: PA28 ON APCH TO CKN EXPRESSED CONCERN WITH CONFLICTING ATC MISSED APCH INSTRUCTIONS.

Narrative: WHILE DOING AN INST TRAINING FLT, WE WERE GIVEN INAPPROPRIATE MISSED APCH INSTRUCTIONS FOR AN APCH AT CROOKSTON MUNICIPAL ARPT. WE WERE TOLD TO 'UPON ENTERING CTLED AIRSPACE, CLB AND MAINTAIN 2000 FT AND FLY 240 DEG HDG. MY STUDENT AND I BOTH WROTE THOSE INSTRUCTIONS DOWN AND MY STUDENT READ IT BACK. WHEN WE WENT MISSED AFTER THE GPS RWY 31 APCH, WE CONTACTED GRAND FORKS APCH AND STATED, 'GRAND FORKS APCH, ACFT X IS MISSED AT CROOKSTON, LEVEL 2000 FT.' AT THIS POINT, APCH HANDED US TO GRAND FORKS ARR. ON INITIAL CONTACT, ARR TOLD US THAT THEY WERE GETTING AN ALT WARNING ON US AND TOLD US TO CLB AND MAINTAIN 2700 FT, WHICH WE DID. THE REST OF THE FLT WAS UNEVENTFUL. I BELIEVE THE CTLR WAS NEW BECAUSE WE HEARD ANOTHER VOICE ON FREQ SOMETIMES. THIS CTLR OBVIOUSLY WAS UNAWARE OF LCL PROCS.
