Narrative:

The aircraft for this flight had a placard on the anti-skid system. One of the requirements of this MEL is that main wheel brakes are operative. Under the maintenance procedures for this MEL is that maintenance deactivate the affected brakes. Although MEL for brakes was not on placard on this flight, it says cannot depart the us mainland. I complied with everything required of me for the MEL that was issued for this aircraft, but should MEL for brakes have been issued along with anti-skid?

Title: A FLT DISPATCHER IS CONCERNED THAT A MEL REQUIRES CONFLICTING STEPS.

Narrative: THE ACFT FOR THIS FLT HAD A PLACARD ON THE ANTI-SKID SYS. ONE OF THE REQUIREMENTS OF THIS MEL IS THAT MAIN WHEEL BRAKES ARE OPERATIVE. UNDER THE MAINT PROCS FOR THIS MEL IS THAT MAINT DEACTIVATE THE AFFECTED BRAKES. ALTHOUGH MEL FOR BRAKES WAS NOT ON PLACARD ON THIS FLT, IT SAYS CANNOT DEPART THE US MAINLAND. I COMPLIED WITH EVERYTHING REQUIRED OF ME FOR THE MEL THAT WAS ISSUED FOR THIS ACFT, BUT SHOULD MEL FOR BRAKES HAVE BEEN ISSUED ALONG WITH ANTI-SKID?
