Narrative:

We were in cruise flight along J145 en route from pit to atl. At XA57 local, we were cruising at FL280 in IMC. We were 40-45 mins north on J145 when we received a TA. We noted other aircraft was descending rapidly and appeared to be heading right for us. We received an RA commanding a descent at 2000 FPM. Having not received a callout from ATC and lacking visual contact, I initiated a manual descent. RA continued to FL263. We leveled off at FL260. ATC further descended us to FL240. Air carrier Y rj said he too received an RA requiring him to level off. Supplemental information from acn 596080: controller said he was on UHF frequency with a military aircraft and apologized for not advising of descending aircraft. Descending aircraft idented himself by call sign and type (rj) and stated they had received RA as well and that they had an aggressive descent rate.

WE NOTED OTHER ACFT WAS DSNDING RAPIDLY AND APPEARED TO BE HEADING RIGHT FOR US. WE RECEIVED AN RA COMMANDING A DSCNT AT 2000 FPM. HAVING NOT RECEIVED A CALLOUT FROM ATC AND LACKING VISUAL CONTACT, I INITIATED A MANUAL DSCNT. RA CONTINUED TO FL263. WE LEVELED OFF AT FL260. ATC FURTHER DSNDED US TO FL240. ACR Y RJ SAID HE TOO RECEIVED AN RA REQUIRING HIM TO LEVEL OFF. SUPPLEMENTAL INFO FROM ACN 596080: CTLR SAID HE WAS ON UHF FREQ WITH A MIL ACFT AND APOLOGIZED FOR NOT ADVISING OF DSNDING ACFT. DSNDING ACFT IDENTED HIMSELF BY CALL SIGN AND TYPE (RJ) AND STATED THEY HAD RECEIVED RA AS WELL AND THAT THEY HAD AN AGGRESSIVE DSCNT RATE.
