Narrative:
Flying at 3000 ft north of tecumseh airport monitoring detroit approach, I hear approach talking to a plane calling traffic at 4 mi sbound at 2700 ft. I assumed I was the traffic and started looking for this other plane. While looking I spotted several parachute canopies to the south and west and altered course to the east. Later I heard a plane ask approach if they were talking to the plane near the airport. They said no. The plane then said he was going to follow that plane for a while. I continued on a southeast heading to almost monroe, mi, when I noticed a large turboprop twin at my 8 O'clock position, very close. I broadcast on approach that I had the jump plane off my wing to establish communication. The other pilot expressed his displeasure at me flying over an airport 'without talking to anyone.' I explained that when I saw the jumpers I altered course and I was sorry. Both planes resumed normal navigation. 1) I was monitoring approach but heard no calls about parachuting. 2) the jump plane was very close to my altitude 500-1000 ft away with no communication between us.

Title: A C310 PLT AT 3000 FT IS CRITICIZED BY A SKYDIVER ACFT FOR GETTING TOO CLOSE TO THE ARPT WITHOUT ANY COM CALLS WHERE HE WAS DROPPING SKYDIVERS AT 3TE, MI.
Narrative: FLYING AT 3000 FT N OF TECUMSEH ARPT MONITORING DETROIT APCH, I HEAR APCH TALKING TO A PLANE CALLING TFC AT 4 MI SBOUND AT 2700 FT. I ASSUMED I WAS THE TFC AND STARTED LOOKING FOR THIS OTHER PLANE. WHILE LOOKING I SPOTTED SEVERAL PARACHUTE CANOPIES TO THE S AND W AND ALTERED COURSE TO THE E. LATER I HEARD A PLANE ASK APCH IF THEY WERE TALKING TO THE PLANE NEAR THE ARPT. THEY SAID NO. THE PLANE THEN SAID HE WAS GOING TO FOLLOW THAT PLANE FOR A WHILE. I CONTINUED ON A SE HEADING TO ALMOST MONROE, MI, WHEN I NOTICED A LARGE TURBOPROP TWIN AT MY 8 O'CLOCK POS, VERY CLOSE. I BROADCAST ON APCH THAT I HAD THE JUMP PLANE OFF MY WING TO ESTABLISH COM. THE OTHER PLT EXPRESSED HIS DISPLEASURE AT ME FLYING OVER AN ARPT 'WITHOUT TALKING TO ANYONE.' I EXPLAINED THAT WHEN I SAW THE JUMPERS I ALTERED COURSE AND I WAS SORRY. BOTH PLANES RESUMED NORMAL NAV. 1) I WAS MONITORING APCH BUT HEARD NO CALLS ABOUT PARACHUTING. 2) THE JUMP PLANE WAS VERY CLOSE TO MY ALT 500-1000 FT AWAY WITH NO COM BTWN US.
