Narrative:

I cleared B757 of runway 31L, SID left turn carnarsie climb to 5000 ft. I was told by local #2 to stop the B757 at 3000 ft. As I looked up at the BRITE radar, I noticed a VFR target approaching cri from the west at 3700 ft climbing. I had assumed the 3000 ft altitude on the B757 would suffice the situation. I also issued traffic to the B757. The VFR target went from 3700-3800-4000 ft, then descended rapidly to 3000 ft. I issued an immediate traffic alert to the B757 again pointing out traffic. He replied he did not have the traffic in sight. I suggested a turn to the right. The B757 then reported traffic in sight as the targets merged. He reported it was a cessna.

Title: JFK LCL CTLR ISSUES TFC ALERT TO B757 DEP REGARDING UNKNOWN DSNDING TFC RESULTING IN NMAC.

Narrative: I CLRED B757 OF RWY 31L, SID L TURN CARNARSIE CLB TO 5000 FT. I WAS TOLD BY LCL #2 TO STOP THE B757 AT 3000 FT. AS I LOOKED UP AT THE BRITE RADAR, I NOTICED A VFR TARGET APCHING CRI FROM THE W AT 3700 FT CLBING. I HAD ASSUMED THE 3000 FT ALT ON THE B757 WOULD SUFFICE THE SIT. I ALSO ISSUED TFC TO THE B757. THE VFR TARGET WENT FROM 3700-3800-4000 FT, THEN DSNDED RAPIDLY TO 3000 FT. I ISSUED AN IMMEDIATE TFC ALERT TO THE B757 AGAIN POINTING OUT TFC. HE REPLIED HE DID NOT HAVE THE TFC IN SIGHT. I SUGGESTED A TURN TO THE R. THE B757 THEN RPTED TFC IN SIGHT AS THE TARGETS MERGED. HE RPTED IT WAS A CESSNA.
