Narrative:

Dca local tower control. FAA regional supervisory management should listen to the transmitted ATC instructions to aircraft. Particularly for takeoff, the culture of that ATC facility is atrocious. Specifically, they blurt out in rapid-fire takeoff clearance along with hardly distinguishable revised heading/altitude instructions. They always rush aircrews, even when there is ample time, as a matter of facility culture. They need to slow down the spoken part of clrncs, so that they are heard clearly and correctly by aircrews, then if they are in a hurry add the word 'immediate' at the end of the sentence. Their rushed clrncs sometimes cause crews to rush their checklists. The same culture causes rushed clrncs when clearing the runway (on local frequency), albeit not as bad.

Title: DHC-8 CAPT IS CONCERNED WITH DCA CTLRS SPEECH RATE DURING ATC CLRNC ISSUANCE.

Narrative: DCA LOCAL TWR CTL. FAA REGIONAL SUPERVISORY MGMNT SHOULD LISTEN TO THE TRANSMITTED ATC INSTRUCTIONS TO ACFT. PARTICULARLY FOR TKOF, THE CULTURE OF THAT ATC FAC IS ATROCIOUS. SPECIFICALLY, THEY BLURT OUT IN RAPID-FIRE TKOF CLRNC ALONG WITH HARDLY DISTINGUISHABLE REVISED HEADING/ALT INSTRUCTIONS. THEY ALWAYS RUSH AIRCREWS, EVEN WHEN THERE IS AMPLE TIME, AS A MATTER OF FACILITY CULTURE. THEY NEED TO SLOW DOWN THE SPOKEN PART OF CLRNCS, SO THAT THEY ARE HEARD CLEARLY AND CORRECTLY BY AIRCREWS, THEN IF THEY ARE IN A HURRY ADD THE WORD 'IMMEDIATE' AT THE END OF THE SENTENCE. THEIR RUSHED CLRNCS SOMETIMES CAUSE CREWS TO RUSH THEIR CHKLISTS. THE SAME CULTURE CAUSES RUSHED CLRNCS WHEN CLEARING THE RWY (ON LCL FREQ), ALBEIT NOT AS BAD.
