Narrative:

I filed IFR to leave gai which is in the dc ADIZ. The rco 121.6 was inoperative, unable to get leesburg FSS on cell phone. I believed I could pick up my ADIZ squawk from potomac TRACON while still below the class B. When I contacted the TRACON I was told 'no 1200 squawks in the ADIZ.' I was given a number to call and instructed to land. I contacted the TRACON, gave them name, address, phone number and then picked up my clearance and code. I believed that a valid IFR on file would allow me to take off and get my code in the air as soon as I contacted the TRACON.

Title: A CIRRUS SINGLE PLT VIOLATED THE DC ADIZ.

Narrative: I FILED IFR TO LEAVE GAI WHICH IS IN THE DC ADIZ. THE RCO 121.6 WAS INOP, UNABLE TO GET LEESBURG FSS ON CELL PHONE. I BELIEVED I COULD PICK UP MY ADIZ SQUAWK FROM POTOMAC TRACON WHILE STILL BELOW THE CLASS B. WHEN I CONTACTED THE TRACON I WAS TOLD 'NO 1200 SQUAWKS IN THE ADIZ.' I WAS GIVEN A NUMBER TO CALL AND INSTRUCTED TO LAND. I CONTACTED THE TRACON, GAVE THEM NAME, ADDRESS, PHONE NUMBER AND THEN PICKED UP MY CLRNC AND CODE. I BELIEVED THAT A VALID IFR ON FILE WOULD ALLOW ME TO TAKE OFF AND GET MY CODE IN THE AIR AS SOON AS I CONTACTED THE TRACON.
