Narrative:

Landed bna runway 2R, RVR 1000-1200 ft, CAT IIIA, 100 ft overcast, fog, on rollout. Observed john deere tractor mowing left edge runway 2R. When switched 121.9, I heard ground control talking to someone describing where he was on the field since the tower could not see them due to fog. It sounded as though 2 tractors were mowing near runway 2R. I don't know if this is a normal practice, but seems it might be safer to mow around runways in WX other than CAT III operations. I spoke to company and by request, I am submitting this report. There were no problems noted, only possible potential.
