Approach had us hold 180 KTS or greater until 4 mi. DME only aid we had to determine mileage. At 4 DME, configured. High and hot at 1000 ft AGL. Controller continuously talking to other aircraft. Never cleared us to tower. Landed safely without tower clearance. Too much chatter. Too close to runway, day 5 of 5-DAY trip. Controller had too much to do and forgot about us.
