Narrative:

I was returning to phf from a training mission with the military. ZDC handed me off to norfolk approach. I had no response on that frequency and returned to center frequency. I was then handed off again -- I was no joy. I then called up norfolk departure on frequency and established communication. At this point I was in a low fuel state and needed a lower altitude and a turn to the field. Norfolk cleared me to 5000 ft then corrected it to 9000 ft. I acknowledged 9000 ft and incorrectly continued my descent to 5000 ft. There was a king air 3 mi away at 8000 ft. I acknowledge that I busted my altitude, but with the radio confusion, the 5000 ft clearance stayed in my head.

I WAS THEN HANDED OFF AGAIN -- I WAS NO JOY. I THEN CALLED UP NORFOLK DEP ON FREQ AND ESTABLISHED COM. AT THIS POINT I WAS IN A LOW FUEL STATE AND NEEDED A LOWER ALT AND A TURN TO THE FIELD. NORFOLK CLRED ME TO 5000 FT THEN CORRECTED IT TO 9000 FT. I ACKNOWLEDGED 9000 FT AND INCORRECTLY CONTINUED MY DSCNT TO 5000 FT. THERE WAS A KING AIR 3 MI AWAY AT 8000 FT. I ACKNOWLEDGE THAT I BUSTED MY ALT, BUT WITH THE RADIO CONFUSION, THE 5000 FT CLRNC STAYED IN MY HEAD.
