Narrative:
When planning flight, jfk-lax, as I checked MEL reference 29-03, I discovered that it appeared that MEL 24-13 should be placarded in conjunction with MEL 29-03. I called the B767 technician desk and spoke with supervisor to confirm. Supervisor checked the situation and called me back to advise that I was correct. I released the paperwork for the flight, jfk-lax, and locked it out. Advised captain not to depart jfk until placard 24-13 added per the MEL manual. The B767 technical supervisor advised that this aircraft had been operating without placard 24-13 since placard 29-03 added in september, 2003. The aircraft departed with both placards properly in place.

Title: AN ACR DISPATCHER NOTICED THAT A MEL PLACARD REQUIRED ANOTHER RELATED PLACARD, WHICH HAD BEEN OVERLOOKED BY PREVIOUS DISPATCHERS, MAINT, AND FLT CREWS.
Narrative: WHEN PLANNING FLT, JFK-LAX, AS I CHKED MEL REF 29-03, I DISCOVERED THAT IT APPEARED THAT MEL 24-13 SHOULD BE PLACARDED IN CONJUNCTION WITH MEL 29-03. I CALLED THE B767 TECHNICIAN DESK AND SPOKE WITH SUPVR TO CONFIRM. SUPVR CHKED THE SIT AND CALLED ME BACK TO ADVISE THAT I WAS CORRECT. I RELEASED THE PAPERWORK FOR THE FLT, JFK-LAX, AND LOCKED IT OUT. ADVISED CAPT NOT TO DEPART JFK UNTIL PLACARD 24-13 ADDED PER THE MEL MANUAL. THE B767 TECHNICAL SUPVR ADVISED THAT THIS ACFT HAD BEEN OPERATING WITHOUT PLACARD 24-13 SINCE PLACARD 29-03 ADDED IN SEPTEMBER, 2003. THE ACFT DEPARTED WITH BOTH PLACARDS PROPERLY IN PLACE.
