Narrative:

We were assigned a continuous duty trip that arrived srq at XA00 and departed at XG00, which was when the part-time tower was open. We were ready to push back a little after XG00 when the first officer transmitted our intention to push, then taxi to runway 32 over CTAF. The controller replied and told us to advise when ready to taxi. After push, I asked the first officer to call for our clearance. Instead, he called ATC and said we were ready to taxi. ATC told us to taxi to runway 14 and advise when ready to copy our clearance. Since we had planned for runway 32, the change to runway 14 would require a few FMS adjustments. I told ATC that we would be holding our position on the ramp while we made the adjustments. That completed, I asked the first officer to tell ATC that we were ready to taxi. Instead, he told ATC that we were taxiing to runway 14. ATC said only 'roger,' which does not mean 'ok' or 'proceed.' I felt sufficiently comfortable that everyone was 'on the same page' to begin taxiing from the ramp to runway 14. But, when I realized that we needed to cross runway 22 en route to runway 14, I asked the first officer to confirm with ATC that we were cleared to cross runway 22. Instead, the first officer asked if we were cleared to cross runway 14. Of course, ATC said 'negative.' but, that was all ATC said. It would have been more helpful if ATC had continued by saying -- 'cross runway 22, and taxi to runway 14.' instead, I asked ATC if we could cross runway 22 and taxi to runway 14. This was approved and we proceeded uneventfully. As best I know, we complied with ATC's instructions throughout the taxi sequence, but the communication among myself, the first officer, and ATC was poor. Contributing to this was the lack of overnight rest (less than 4 hours sleep at srq hotel). It was also not helpful when ATC began reading our air traffic clearance instead of waiting for us to call when ready to copy (as ATC had instructed us to do).

AFTER PUSH, I ASKED THE FO TO CALL FOR OUR CLRNC. INSTEAD, HE CALLED ATC AND SAID WE WERE READY TO TAXI. ATC TOLD US TO TAXI TO RWY 14 AND ADVISE WHEN READY TO COPY OUR CLRNC. SINCE WE HAD PLANNED FOR RWY 32, THE CHANGE TO RWY 14 WOULD REQUIRE A FEW FMS ADJUSTMENTS. I TOLD ATC THAT WE WOULD BE HOLDING OUR POS ON THE RAMP WHILE WE MADE THE ADJUSTMENTS. THAT COMPLETED, I ASKED THE FO TO TELL ATC THAT WE WERE READY TO TAXI. INSTEAD, HE TOLD ATC THAT WE WERE TAXIING TO RWY 14. ATC SAID ONLY 'ROGER,' WHICH DOES NOT MEAN 'OK' OR 'PROCEED.' I FELT SUFFICIENTLY COMFORTABLE THAT EVERYONE WAS 'ON THE SAME PAGE' TO BEGIN TAXIING FROM THE RAMP TO RWY 14. BUT, WHEN I REALIZED THAT WE NEEDED TO CROSS RWY 22 ENRTE TO RWY 14, I ASKED THE FO TO CONFIRM WITH ATC THAT WE WERE CLRED TO CROSS RWY 22. INSTEAD, THE FO ASKED IF WE WERE CLRED TO CROSS RWY 14. OF COURSE, ATC SAID 'NEGATIVE.' BUT, THAT WAS ALL ATC SAID. IT WOULD HAVE BEEN MORE HELPFUL IF ATC HAD CONTINUED BY SAYING -- 'CROSS RWY 22, AND TAXI TO RWY 14.' INSTEAD, I ASKED ATC IF WE COULD CROSS RWY 22 AND TAXI TO RWY 14. THIS WAS APPROVED AND WE PROCEEDED UNEVENTFULLY. AS BEST I KNOW, WE COMPLIED WITH ATC'S INSTRUCTIONS THROUGHOUT THE TAXI SEQUENCE, BUT THE COM AMONG MYSELF, THE FO, AND ATC WAS POOR. CONTRIBUTING TO THIS WAS THE LACK OF OVERNIGHT REST (LESS THAN 4 HRS SLEEP AT SRQ HOTEL). IT WAS ALSO NOT HELPFUL WHEN ATC BEGAN READING OUR AIR TFC CLRNC INSTEAD OF WAITING FOR US TO CALL WHEN READY TO COPY (AS ATC HAD INSTRUCTED US TO DO).
