Narrative:

San juan center lost all radars and all, but 2 frequencys that are directional to the northwest. ATC services were highly impacted. The safety of the flying public was highly endangered when management neglected to declare ZSU airspace as ATC-0. There is a contingency plan for this type of situation and it was never implemented. Some flow was established with ZMA and ZNY but not with all other facilities bordering with ZSU.

THE SAFETY OF THE FLYING PUBLIC WAS HIGHLY ENDANGERED WHEN MGMNT NEGLECTED TO DECLARE ZSU AIRSPACE AS ATC-0. THERE IS A CONTINGENCY PLAN FOR THIS TYPE OF SIT AND IT WAS NEVER IMPLEMENTED. SOME FLOW WAS ESTABLISHED WITH ZMA AND ZNY BUT NOT WITH ALL OTHER FACILITIES BORDERING WITH ZSU.
