Aircraft Y had departed stp with a destination of cwa on an IFR flight plane. Pilot cancelled IFR portion of flight prior to entering ZMP airspace, and proceeded eastbound on a rteing opposite the EAU6 arrival to msp. Aircraft Y was not receiving VFR advisories and appeared as a limited data block. Air carrier X was inbound to msp descending to 11000 ft along EAU6 arrival. Traffic issued when VFR target of aircraft Y at 10300 ft. VFR target indicated a climb to approximately 11800 ft. Air carrier X reported RA and climbed.
