Narrative:

As we were making a low approach recorded run on runway 35 to certify the mht ILS GS, the control tower cleared us for the low approach. About 1/3 down the runway, a stinson taildragger crossed the runway. I told the crew to watch this. Just then, the tower said 'climb.' I had initiated a climb just as he said 'climb.' I climbed to about 100 ft to continue the low approach. Our flight was working in the mht pattern for the last 2 1/2 hours working on the GS. It appears that a misunderstanding between local and ground control may have been the cause of the event. Supplemental information from acn 593930: while flight checking manchester ILS runway 35, I was in a BE300. We were flying 50 ft over the runway about 2000 ft from the departure end. The PF noticed an aircraft on the taxiway to the right moving toward the runway. It appeared to be a stinson. The aircraft taxied across the runway and we immediately climbed to 100 ft crossing over the aircraft. We heard manchester tower call 'go around' at the same time we initiated the climb. We had been given a clearance for the low approach prior to our run. We were in the traffic pattern for over 2 1/2 hours prior to this event. It appears a conflict between tower and ground may have caused this close call.

I TOLD THE CREW TO WATCH THIS. JUST THEN, THE TWR SAID 'CLB.' I HAD INITIATED A CLB JUST AS HE SAID 'CLB.' I CLBED TO ABOUT 100 FT TO CONTINUE THE LOW APCH. OUR FLT WAS WORKING IN THE MHT PATTERN FOR THE LAST 2 1/2 HRS WORKING ON THE GS. IT APPEARS THAT A MISUNDERSTANDING BTWN LCL AND GND CTL MAY HAVE BEEN THE CAUSE OF THE EVENT. WE HEARD MANCHESTER TWR CALL 'GO AROUND' AT THE SAME TIME WE INITIATED THE CLB. WE HAD BEEN GIVEN A CLRNC FOR THE LOW APCH PRIOR TO OUR RUN. WE WERE IN THE TFC PATTERN FOR OVER 2 1/2 HRS PRIOR TO THIS EVENT. IT APPEARS A CONFLICT BTWN TWR AND GND MAY HAVE CAUSED THIS CLOSE CALL.
